I can;t say about version 23.05 as I dont have that version available to try. Using my 24.4 environment I'm certainly able to create an Offering and set a rule within the Offering to make attachments mandatory. Then when the criteria is met the Offering is expecting an attachment to be added. That all works fine.

Have you tried adding different types of files as attachments, like .pdf, .doc, .txt, etc.? Maybe the system doesn’t support a specific file type, which could be causing the problem. Since it’s not allowed, it might be considering it as empty.

1. Another issue could be when (i.e. at which point) the rule actually runs or an incorrect condition used for the business rule (i.e. your business rule always evaluating to false rather that true).
