The following actions are currently suggested for Error [172:172] with a failing VM restore.

[172::172] Error creating Virtual Machine 'server_restore'
Suggested actions when clicking the error:
- Ensure enough space in datastore
- Ensure vCenter is accessible from host through network
- Ensure there is no VM of the same name
A fourth possible cause of the error has been found by checking the VMWare all Events log, finding a Warning event, showing a missing permission to perform the restore. Specifically in the example case, it was "VirtualMachine.Create" permission.
So the suggestion here is to add:
4. Check the virtual environment (VMware: all Events list) for Warning events which may highlight a permission missing.
