Why does the Custom Reports Tab appear to be missing in SilkCentral Issue Manager?

If a user logs into SilkCentral Issue Manager and there is no
"CUSTOM REPORTS" tab available
The most likely reason is that an XML configuration file has been
modified or corrupted; to resolve this do the following:
com.segue.scc.webgui.module.common.StyleReportView
Now when a user logs in they should be able to view the Custom
Reports Tabs in Issue Manager.
