"Add Same Entity to Multiple Portfolio Hierarchies" when this feature is enabled, it is not possible to add other portfolios as Sub Portfolios anymore

Environment

Project and Portfolio Management (PPM) 23.4
 

Situation

When "Add Same Entity to Multiple Portfolio Hierarchies" feature is enabled, it is not possible to add other portfolios as Sub Portfolios anymore. 
Simply create a portfolio that does not have any sub portfolio/Project/Program, next try to attach this portfolio as sub portfolio to another portfolio. At this point it is not showing in the list, it will show in the list only when this feature is disabled.
