LR 12.60 is now out of support as per the lifecycle:Product Support Lifecycle | Micro Focus
The activation code should have been delivered as per the normal delivery channels.
If you still have an active support agreement please reach out to us on the support portal and we can get you the latest software

I recall in this version there may have been a known issue with offline activation's.
You might be able to find this documented on the forums.
It might be worth also connecting the controller to the internet and trying to register - this is not needed in modern versions but It might have been in the 12x
Unfortuately this is on an supported release and we cant help, so I suggest you try the support route to get access to updated versions and keys. I would also suggest you try and download the trial version of the latest release:
