In an environment where multiple management tools are used there can be cases where a user needs to be licensed and is already in the Tenant License Policy AD group. This can be a result of a tool other than DRA being used to remove licenses. Similarly if another tool is used to license the user, they may not be in the Tenant License Policy AD group.
When adding a currently unlicensed member to the Tenant License Policy AD group, DRA should run the license update step regardless of the current unlicensed user's Tenant License Policy AD group.
When removing a currently licensed member from the Tenant License Policy AD group, DRA should run the license removal step regardless of the current licensed user's Tenant License Policy AD group membership status.
