Alerts list empty under Setup tab

After upgrading ZSD to version 23.4, there are no alerts listed under the little bell icon on the setup tab. The expectation is to see messages there about recent scheduled operations.

In our test instance, we see this:

The two upgrades went without incident but with different results.

    After my investigation in the lab... I could not reproduce the Alert behavior not posting alerts.

    Your Test instance is working as designed but something in the production system has an issue and might deserve a service request.
