update or delete on table "ss_forums" violates foreign key

In know there is a knowledge document about this - I need to apply the steps regularly.

I wonder why Opentext does not fix the root cause of this. Only yesterday there where about 500 records deleted. Today another 17000. There are several hundreds or thousands every few weeks or month. Why is this? Are we the only site with this being a permanent issue?
