Situation

Internal Database and Application services stopped. After attempt to service restart, issue still happens.

Status: At least one of the Cell Server processes/services is not running.

Resolution

Stop DP services, open Task Manager and kill hanging postgres process.



Start DP services again after clear all hang processes.

Additional Information

Rebooting server can be used to clear the hang the processes.
