Enable OBM IdM for direct server access

If (using 2023.05) in OBM the IdM authentication is enabled, it is not possible to login on a single server of a HA setup.

(The infrastructure settings in OBM are prepared to enable login with LB HA address or direct server access on one of the GWs).

The login is not possible because the login page always redirects to the IdM page on the loadbalancer address. In certain szenarios the access to the loadbalancer is not available (redirect not possible -> timeout). That means OBM is not available for user login.

IdM should also be enabled to have direct GW access like OBM has.
