Reset Password / Convert to User / Convert to Contact missing

hi Experts,

For our Service Desk agents, we want to have these buttons: 

- Reset Password

- Convert to User (if the Person is a Contact)

- Convert to Contact (if the Person is a User)

These options are available only for Tenant-admin role. I have added the Person Table for the Service Desk Agent role & added all the permissions: Create, Update, Delete, Admin & Comment  but it's still not showing. 

Can you please let me know how to add them?
