If you were to turn it off fully I'm not sure how you'd plan to test the Notification template. The second option would be best and maybe create a Testing status or some custom status to put some users in that status so only those receive the Notifications.

Thank you for your suggestions.
If not wrong, requirement is not about turning off all the notifications (which can be done within Application settings as suggested by Dave below) but to have a feature in a non-production environment to develop and test the notifications end to end without the emails going to real users.
Option of amending all the 40k users email address is out of questions as user data is synced with LDAP and moreover, once emails are developed and unit tested, you'd want UAT to happen in the non prod environment as well.
So, is there an option (other than creating a rule on the corporate email exchange server to replace outgoing email with some other email) that can be enabled within SMAX SMTP settings to ignore the actual recipient email and use the hardcoded group email when needed be during the development and unit testing cycle.
Also, is there a notification history captured somewhere in the tabular format that can be checked to ensure email is generated with real content and the actual intended recipient and if there are any other OOTB notifications which are being generated that can be disabled.
