CI detection works only for recently updated devices

We have on-premises SMAX 2023.05P1 and SMAX 23.4P2 both with native SACM with UCMDB showing the same symptom.

When creating or updating a ticket or change CI detection only detects a certain set of devices. Those detected are more recently updated devices, whether manually or via SACM. If I manually update those not detected, they would become detectable.

It could be resolved if I set DOWN the service name space and UP it again. However the problem is not permanently solved by restaring and it may pop up some time.

Please share if you know how to resolve it without restarting name space or what further troubeshooting I could go.
