It has not been removed, just renamed to "Define suggested values for entity link based on filter". The reason for it is because a similar rule has been added for MANY2MANY relationships and needed to differentiate between the two.

No, for ENUMs you have to use "Define suggested values by a list to list mapping". This rule has not changed.

Even in previous releases, the rule you mentioned never covered ENUMs.

How can we do for ENUM with PhaseID?

PhaseID is not an ENUM, it is SMALL_TEXT
