There is a couple of ways. In the Tenant go to People Module and at the top right of screen it shows a count of users in the system:
Something that might be worth looking at is the following:
User management reports - Service Management Automation X (microfocus.com)
Here you can see some more details about how the license usage is being used:
So here you can see one is active even though 2 licenses are being used.

Are you asking about the active users or over time?
As Dave mentioned, you can see the active users in the User Management Report. Please note this applies to users with agent access only.
Additionally, there is a field on the Person record called Last access time. This field gets updated when a user accesses the system, but not more often than 24 hours. By default the field is not populated. You have to turn on a tenant setting (Log user last access time) under Administration > Application Setting.
Another way, if you have Audit enabled, it lists the login attempts.
