How to give a user access to administrator Portal -> Projects -> Default Fields permissions?

I am trying to give a Delegated admin access to their projects Default Fields section under administrator Portal -> Projects. I have tried numerous permissions and the Delegated admin is still unable set/change any Allow Override checkbox or change the default Value. There are other admins that can update these same fields, but I can't figure out how to give this Delegated Admin access. Thanks for the help in advance.

      By Delegated admin, I suspect that you are referring to giving access to Managed Administrator.  Did you edit the user (the Managed Administrator) and select Administration.  Then, you can give access to the projects.
