Support Tip: Update lifecycle state of event with the opr-event CLI

Starting with OBM 24.2, the "opr-event" CLI now has the option "-change_state_to" to update the lifecycle state of events.

This CLI can be used for standard automation instead of using the exception tool "opr-close-events" which blocks the event pipeline.
