was your OBM upgraded from older version?

in my OBM24.2 I dont see that role. instead, I do have "OBM Super Admin" role.
I suggest to login to OBM using "admin" and verify which roles is associated with your user.

in the roles management you can check if all 3 options from Administration>Users are allowed or not.

  This is interesting, when I log via "admin" I am having the same results as when I log in.

It was not an upgrade.

I had two test cases of 24.2 (upgrade from 2022.11) and a brand new install. In both I ran into issues that could not see user management in UI. I checked the license and somehow the license showed RED. Both were instant on instances so I installed valid license (EVAL in my case) and then I could see the user  management details. 

Not sure in your case its the license but maybe.

I suspect in my case as these are TEST VMs  so they may have old artifacts left from other installs and got into this issue.

I noticed that the instant on licenses expired today, so that appears to be the reason.
