My customer has lost their primary DPS and are now running HAC on the secondary DPS. Can they simply reinstall OBM on the primary DPS and rerun their configuration safely? Is there a procedure for them to follow for this use case?

Yes, the same way you have setup the secondary DPS initially.
If the primary DPS will have the same hostname/IP there is nothing else to do.
Thanks Faouzi. So, the system can remain enabled and running on secondary DPS during the install\configure of the original primary DPS? And there is no downtime of OBM for this activity? Just checking so that I don't sell the customer an incorrect expectation.
yes, OBM has no idea if the primary DPS is just stopped for maintenance or crashed.
So just install a fresh OBM as DPS on the server, same hostname/IP as the original primary DPS, same hotfixes as existing secondary DPS.
Run config wizard to connect to the existing env.
Start OBM processes on primary DPS.
Then you can check if RTSM is in HA again, https://<fqdn>:8443/status
and check OBM jmx to confirm OBM HA is still setup and test OBM failover.
