Situation
When upgrading NA, with different Postgress instances in the OS level, and an error in the DB upgrade appears:
running pgUpgrade script which failed, loadable_libraries.txt file ..

Your installation references loadable libraries that are missing from the
new installation. You can add these libraries to the new installation,

and in the loadable_libraries.txt shows:
$libdir/pgstattuple
