Support Tip: Network Automation may not be allowing access to a device from a core that doesn't own that device

Logging on to a specific core proxy in a distributed environment and receiving the following message when attempting to access an specific device from the NA proxy:

Cannot connect to device Cisco123.microfocus (XX.XXX.XX.XXX) through the proxy interface.  This device is not local to this core, and the system is configured to prevent non-local device connections.

Either move to the core that owns that device or try toggling the property "Concurrent Session Handling for Distributed System" under ""Admin -- Administrative Settings -- Telnet/SSH" on the core you are attempting to use, to allow connections to non-local devices from that particular core.
