Notification section in the Work Center is empty

Our SBM server has v11.8 Patch 1 installed. A new user received all notifications via email and the "ns.log" file also shows all successful notifications sent to him. However, in the work center, when he clicks on the "View your Notifications" icon, that Notification section is just empty.

What should I do in this case to fix this problem?

    If I logged in as other users, I was still able to see tons of notifications from that Notification tab, but not with this specific user; that's why I really don't know what happened to this user account even though he has "View Notifications" privileges for all items and he received notification emails as well.
