Operations Bridge Manager (OBM) 24.4

Situation

In OBM, the goal is that no user can close the event unless a mandatory resolution or annotations is added first.
The doubt is can the event closure be dependent on filling in the annotations and the event cannot be closed till the end user fill in the annotations?
