create knowledgebase from a note

i am still working thru the ZSD config and have tryed to create knowledgebase from a public ticket note.

Only successful when i did 'Propose' and waited 2 days for the tkt to auto close. KB IS created.

If I just check the create knowledgebase box, then close the tkt manually a KB is NOT created.

Have been thru the documentation. Can anyone enlighten me?
