SD 7.3 Struggling to create / modify Users

Hi.

Using Service Desk 7.3

We have 22 user license and currently have 4 admin users and a few other techies no where near our limit.

But logging in as an Admin we don't have the ability to add any more users or modify the existing users we click on one of them but the grey highlighted area that has the rolls is Supervisor , administrator etc... It will not let us click on or change anything in them?

Any ideas what it could be.
