Quick Call mail to third person

I would like to know how to accomplish the following:

HR Officer creates a new user request using a Quick Call, for example the following one:

=>New Destop PC for new user, this Quick Call is automatically assigned to one of the technicians of the S/R team.

But at the same time we would like to send this request also to the manager of the new user, so he/she can give back some aditional info (like access rights, group membership,....).


Any ideas how to implement this?
