Changing the status back to 'Under Consideration' as this couldn't make it to upcoming release - ZENworks 2020 Update 3.

ZCM could have a bundle action type out-of-the-box for creating Windows shortcuts.
This should be able to build .lnk files with tunable options like in old ZENworks versions (ZDM 7 and before).
The functionality could be also extended to make pinning programs to taskbar in Win 7 and above possible.

End user pinning of ZENworks applications to taskbar and start menu as well as Admin targetting of the same are on target for ZENworks 2016. This would provide the managed shortcut. This would not be the "tuneable" icon like ZENworks 7 had. That's still some we may consider in the future.
