GroupWise 18

Hi,
trying virtualize GroupWise 18 with MFDC 12.1, but getting error "Error reading setup initialization file" , copied setup.cfg into folder with setup.exe, but error is still the same.

    Is this error INSTALLING GW or running the virtualized app?
    I'm not sure why there would even be a Setup.exe on the virtualized app?

    If on the virtualized app....does it run on the machine on which the app was created?
    Was the machine a "clean" machine? Items may not be captured the virtual app needs items that were already installed on the capture machine.....
