A WFW file may be hard, but there are a few ways to export them to a CSV file with PowerShell and NETSH.
That may be a more realistic option, but even then I doubt there is a tool to automate from there, but it may be assist in the manual process.
That being said, I have asked if there is any way of creating a new ZESM policy based off an existing Device's settings.

Sorry, there are not any super secret ways to build a ZESM FW Policy based on a particular PC.
That may be a good addition to the IDEAS page.
I don't think the WFW export file is open source, so any solution would most likely be based on NETSH or PowerShell queries to get the data, so I would recommend any request be sort of around the need vs the exact process to get there.
