Prohibit password changes for local users

Although I know Vibe a little bit, I could not solve this request. A local user should not be able to change its password (and profile).

Profile can be solved if changing access rights. But I did not succeed with passwords. I have tried to trick Vibe by changing values in its database.

Well, there is an option. If I link this account to LDAP then changes for password and profile are not offered. However I want to know if there is an option without LDAP.
