e.g.

time_off_form have 3 part(A.B.C.) and time_off_workflow have a 4 status (X.Y.Z,Q)
at status X
User1 write time_off_form and start time_off_workflow

at status Y
User2 just can read form and transform to status Z by answer some question (for example ..... approve )(but User2 can't modify any field in the form )

at status Z
user3 just can read form and modify part C (in the form ) and transform to status Q by answer some question (for example ..... close )
