Knowledge Document: Tomcat version not updating when installing updated version of Retain

Some versions of Retain ship with a newer version of Tomcat. For example, Retain 24.2 installs Tomcat 9.0.84. Retain 24.4 installs Tomcat 9.0.90. In this situation, installing Retain 24.4 is not installing Tomcat 9.0.90.

Environment

OpenText Retain 24.4
Windows Server 2022

Situation

Upgrading Retain from version 24.2 to 24.4 should upgrade Tomcat from 9.0.84 to 9.0.90.  However, in one reported instance Tomcat 9.0.90 is not getting installed. The Retain 24.4 installer reports: "Java Download Failed". This notification is awkward because the Windows server indeed can communicate to to URL which contains the Java JDK:
https://download.gwava.com/jvm/OpenJDK17U-jdk_x64_windows_hotspot_17.0.6_10.zip 

Normally the administrator is given the opportunity to manually download the Java JDK and the install has an option to allow the administrator to point to that zip file to continue the install. In this situation, the installer does not prompt the administrator to browse to the Java ZIP file and therefore Tomcat does not get upgraded. 

Retain is operational, but Tomcat is not updated.
