This error can occur when upgrading eDirectory (eDir) or Open Enterprise Server (OES), or adding a new eDur server, and there is a problem creating certificate services objects. Many times, the Organizational Certificate Authority (OrgCA) will be the cause as either the OrgCA server is unresponsive (down/gone) or the OrgCA is invalid. Configuring SAS service... Failed to configure SAS service: unknown error -1260 (fffffb14 hex) err=-1260 ERROR: /opt/novell/eDirectory/bin/ndsconfig return value = 74.

Environment

eDirectory (eDir) 8.7.3 or later
Open Enterprise Server (OES) 11 or later.
 

Situation

After ensuring all of the replica holders were synchronizing properly, a server in the tree was upgraded from OES 2023 to OES 23.4.  
While trying to upgrade the eDirectory database, the process would fail with error: 
ndsconfig failed to upgrade and start eDirectory

Looking at the details of the error showed: 
Configuring HTTP service... Done
Configuring LDAP service... Done
Configuring SNMP service... Done
Configuring SAS service... failed to configure SAS service: unknown error -1260 (fffffb14 hex) err=-1260
An error has occured while configuring the NetIQ eDirectory Server. Please look /var/opt/novell/eDirectory/log/ndsd.log
    
The instance at /etc/opt/novell/eDirectory/conf/nds.conf is upgraded successfully.
    
ERROR: /opt/novell/eDirectory/bin/ndsconfig return value = 74.


The ndsd.log shows the following: 
SecurityInstall: Error from pkiInstallCreatePKIOjbects (ccode = -1260; retval = -6).
An error occurred while configuring product SAS. Error description unknown error -1260 (fffffb14 hex).-1260
NDSInstallDSProduct: Returning -1260.
DHModuleInit_dsi: Returning -1260.
Module dsi is not loaded
