Need to add [EXTERNAL] to the subject line of all new received messages from the Internet, but not add it each time a reply message is received.

Situation

Users need to be aware of when they are viewing messages received from the Internet. This is a way to tag the subject line all inbound messages that do not already contain "[EXTERNAL]".
