Mobility not syncing cabinet folders

Running Mobility Sles 15 SP4  Version: 18.4.2 Build: 987

Groupwise 2018 18.4.1 Build 140419 

Have a user who's cabinet folders do not appear on device (no folders shown) 
Under the Folder List for the user in mobility I see all the Cabinet folders (granted, there are alot). Some have 0 pending items, some have # in pending items, but for these, it shows 0 synced items.

Had user create a new folder under cabinet, doesn't sync. Created two test folders under mailbox, doesn't sync   - even though folders do show in mobility.
I have run multiple gw checks, a structural rebuild on the account, have removed the user entirely from mobility and readded..doesn't make a difference.

She indicated another colleague doesn't have anything displaying under cabinet on device either - checked this user as well in Mobility and I see them in the Folder List and all the cabinet folders (again there are alot). I haven't yet confirmed with that user however. 

Any other suggestion? Other thing I can think of , if there some sort of limitation to how many folders Mobility will sync? I understand that GMS will only display x number of days in these folders (for us its 30 days ) but it should still populate the folders, or at the very least the folders with recent (30 days or less) emails?

    Even an empty folder should get shown. In the past i've seen such issues caused e.g. by accented (or other silly) characters in folder (or even address book) names. Other reasons were duplicate folders (gwcheck -> deldupfolders) or system folders which had been accidently moved to an "unusual" position.

    That's what I thought..but nothing shows up. She sees the blue "arrow' beside the cabinet folder on her phone but when she clicks on it it just shows No Mail.Yet i see all the folders under her account in Mobility.I ran all the checks, reset system folders we went on he client and deleted some off looking address books and cleaned that all up, resynced her account on mobility but still no go.  She has 31 cabinet folders, yet within those folders she has many sub folders and subfolders of that.
