Patching error from 5.9 to 5.9.7

Hi CP Experts,

We are seeing an error on the Deploy Configuration step of patching to CP 5.9.7 from 5.9. 

Clicking deploy, the Configuration Manager reports an error: 

Engine: Patching configuration files failed with error: Invalid URI, The URI is empty.

There isn't any log file in the \\Program Files\Micro Focus\ControlPoint\Configuration\Logs

Does anyone know how to resolve this, or what URI is being referenced?
