Knowledge Document: "Operation Not Permitted" error when user tries to Request Temporary

When non-admin users right-click on record > Request > Request Temporary, they get the following error: "Operation Not Permitted" This occurs likely due to lack of "Can Use" Access Control over the Home Location of the record
