After upgrading the dataset through a stepped approach from 9.2 to 9.4 and then to 23.4. CM 23.4 presented an issue with all processes for that dataset showing as "Not Running". Error: Unable to connect to event processor for dataset 'T3'. Last error was '[RCF:

After upgrading the dataset through a stepped approach from 9.2 to 9.4 and then to 23.4. CM 23.4 presented an issue with all processes for that dataset showing as "Not Running". 
Error: Unable to connect to event processor for dataset 'T3'. Last error was '[RCF: Unable to establish network connection. The system cannot find the file specified.]'.

Cause

TRIMEvent.exe was corrupted 
Find resolution on support portal
