WebClient Panels - Option to make Properties the default

Would like the functionality to make the Properties tab the primary tab in WebClient.  When clicking on a record in WebClient, the Actions tab opens by default, but many users want to see the Properties (similar the View Pane being immediately visible in the thick client).  This could be a user option so those that just want Properties can see those by default, but others that need to take Actions more often can set that tab as default.
