Enable User labels to have more than one Parent

Status: New Idea

Currently User labels can only have 1 parent label, however it would be good for users to be able to self-organise their groups user labels into their own sorting capability.

I.e. I have a group label called Tuna and I might put that into my Fish label, but my colleague who is in my team, may want to put it in their tinned goods label.
