Allow user or administrator to designate default offline records location.

Either during installation or through the client itself (in the Setup Options menu), allow users to set their default offline records location.  We understand that there is an option to set it manually during check out - but it would be better to have a default setting we can choose through the client or via get global setting.  A registry edit is not necessarily optimal for our use case as our environment is highly controlled.
