Allow CM Admins to "Push" Global Settings to Users

When updating Global Settings for CM Users, these settings are not automatically deployed to current CM users.

The user must either do a "Get Global", or the CM Admin must set the lockdown style to "no changes", restricting any customisations.

For environments where users are free to customise their CM experience, it is cumbersome for a CM Admin if they have made a change that they would like to have deployed to all users.

They will advise their users to do their own "Get Global", but you'll typically end up with a mix of users on different configurations over time.

It would be really handy for the CM Admin to have an option to "Push" Global Settings (mockup below) which would then flag all users to get those Global Settings on next logon. 

There used to be a way to set this behaviour via registry keys, but this was deprecated in a previous CM version.
