Update Virtual Services on SVM Web Interface

Currently Virtual Service SVM allows us to create a service with limited options to change the status of the service. we should be able to add data rules 

and manage the test scenarios from SVM. a tester need not install Designer unless he needs to add custom functions or Script rule.
