Can we provide read-only access to dashboards in ALM for users who do not need full licences?

This is a question related to reporting the progress / outcome of testing to people who are not ALM users.

I want to publish a report, via dashboard / document report, that allows authorised read-only users to view the details.

They will not be allowed to change any details of the defects / tests / runs / requirements / features etc.

Is this possible?
