Promoting Release Manager

I'm trying to promote Release Manager 5.1.1 into my Dev environment. I keep getting "The supplied Profile component's endpoint mapping references a source Endpoint that does not exist"

Also one of the endpoint is RLMUtilServicesEndPoint. I do not have an endpoint for this. What is the url for this?
