This is a bug in the Pulse 19.1.0 (Dimensions CM 14.5) upgrade.

You can upgrade to Pulse 19.1.1 (shipped as Dimensions CM 14.5.0.2) instead, which has a fixed upgrade script.

If that is not possible for any reason, then a workaround to upgrade to Pulse 19.1.0 is to set the default Review Check List for every registerd Product to `none` temporarily (in Pulse 14.4, or whichever previous version you are running), then do the upgrade.

You can then set the default Review Check Lists for each Product back again in Pulse 19.1.0 (after the upgrade from Pulse 14.4 succeeds).
