Cannot open Workbench on a specific page via URL because IE is no longer available

Environment

Project and Portfolio Management 24.2
 

Situation

The Workbench link which is using the SmartURL servlet (e.g.:http://<PPMServer:Port>/itg/servlet/SmartURL?screen=PKG&pkid=xxxx) in notification emails does not open when clicked. The user receives a blank screen or an unspecified error.
 

Cause

This is a defect in PPM. Opening Workbench from a URL is only supported in the IE browser. Chrome and newer versions of Edge do not support this functionality. In chrome or new edge "open workbench app" is supported.
