Knowledge Doc: 'Clean Invalid Allocation' report could not clean allocation for users who have IDs with 30000

'Clean Invalid Allocation' report does not work for those whose user ids are less than 100,000.
Even the end date is set correctly and the report itself runs successfully, the output shows no user's allocation has been deleted. No error messages in the serverLog.txt either.
This happens when PPM is updated from an old version( ≤7.5).
