No, as this "CreateProjectPage.do" is a way to ensure that some of the mandatory project fields are provided in order for PPM to be able to create the Project.
You could leverage the workaround of using a "Project Creation" Proposal (standard request page upon creation) for which the first workflow action will be to create the project from Proposal - as creating a Project from a Proposal will not prompt for the "CreateProjectPage.do" page.
If that is the case, then Create do should be opened up to add bare minimal fields for Project Creation and allow skipping not submitted. It does not help to have two steps to just create a project. Will submit an ER for this too if this is something product team can really help look into. Makes User experience better.
Please first check if there's already an idea or an ER about that to upvote before creating your own. As you may expect, you're not the first one to bring this requirement forward.
