Option to configure delimiter for DevWeb's parameter

Currently, DevWeb's parameter does not have the option to configure column delimiter. This led to a situation where strings with comma included cannot be used as a single parameter value, as it will separate into different columns.

Some workflow which required parameter value with comma included cannot be done due to this.

If DevWeb's parameter has an option to configure delimiter or another parameter data type can be used for DevWeb besides CSV format., it would solve a lot of problems.
